Finland Smoke Alarm Regulation in 2024
In 2024, Finland’s Smoke Alarm Regulation will come into effect, with more stringent requirements for smoke detectors in households. This regulation aims to improve fire safety measures and reduce the risk of fire-related incidents. Homeowners will be required to install smoke detectors in all bedrooms, living areas, and other designated spaces within their homes. Additionally, new construction projects and significant home renovations must comply with the regulation’s requirements. By prioritizing fire safety, Finland aims to protect its citizens and minimize the damage caused by fires.
To comply with safety standards, smoke alarms must meet the requirements outlined in EN 14604 Smoke Alarm Devices. Smoke alarms are marked with a CE label upon meeting these requirements.
New homes and holiday homes must have smoke alarms that are mains-operated. It is the resident’s responsibility to purchase and maintain the smoke alarm by checking it monthly and replacing batteries annually. However, in housing companies, the company is responsible for maintaining and replacing the battery in smoke alarms powered by mains electricity. The company must provide clear instructions to residents on how to use it, but residents must still perform regular alarm testing.
A new law effective January 1, 2024, will transfer the responsibility for acquiring and maintaining the smoke alarm from the residents to the owner of the building from 2026. This change will apply to all battery-operated and mains-powered smoke alarms, impacting apartment buildings and townhouses.
When acquiring and placing smoke alarms, compliance with the legislation (Decree of the Ministry of the Interior on Placement and Maintenance of Fire Detectors 239/2009) must be followed. The smoke alarm must be placed where smoke can spread freely and avoid areas with air flows or forced ventilation. Smoke alarms should not be placed near kitchen, wet areas, or places with activity that could cause unnecessary alarms.
Smoke alarms require maintenance and replacement. They should be tested monthly, cleaned a few times a year, and replaced every 5-10 years to prevent false alarms and ensure their functionality. When disposing of smoke alarms, they should be recycled the same way as electrical and electronic equipment and returned to recycling stations for proper disposal.
